Is someone can explain to me how you configure Visual C++ to coding and compile programmes for the PSP plz?

It is an obligation to to create the project in the "C:\cygwin\usr\local\pspdev\psp\sdk" directory?

I would like to begin developpement on PSP. It is the first time i do cross-compilation. Usualy i programme whith Visual C++ or Delphi. Can i get some info about softs witch ares most use by people:
- Editing software
- Compilator
- linker
- etc
