Yes you can install it offline...but first, you have to go to a computer which has internet connection....there you download the "Setup.exe" of CYGWIN and do the following steps: Start "Setup.exe" -> "Next" -> "Download Without Installing" ... if you finished ...

you first need to type "make" to compile the project ant then "make insttall" to install ypur compiled files!

Hi again... First off, sorry for my bad english, I'm german^^ last night my freind and I decided to write an IDE for PSP development, which is able to autoconfigure CYGWIN and the Toolchain, and all the things...so if a new toolchain is available or new packages, everything will be updated by the ID...
