i dont have cygwin installed anymore and just devkitpro + pspide C++ installed.. how can i direct it to that build thing o.O;;

I installed PSPDEV using DevkitPro Updater , i cant compile anything because it says "make": or something to that followed by something like "psp-config" or build/lib cannot be found.. do i need to install the toolchain? btw, the toolchain installation method always freezes after...
