The default is for this to be created. The primary goal of moving topics seems to be to avoid clutter or prevent additional exposure.

Unfortunately, I think many people do not intend for this to be created but forget to uncheck this box. It them seems impossible to remove this "shadow/link" afterwords.

Is there any way in PHPBB to fix this ? Either change the default, or enable the ability to fix it after?

There doesn't seem to be a setting for it in the configuration.

You could try editing the original first post on that thread and see if there's a checkbox for it, though.
