Well SIO Shell will not print anything to screen so showing a black screen is probably typical, however I never tested it with anything other than ps2link as if I was doing dev ps2link would be running anyway.
Ensure you have a terminal connected to the serial port at 115200 baud (it increases the speed from the 38400 used by the kernel) with no flow control etc (obviously ensuring your ee-sio mod actually works :P) Then run it and see if you get a message printed to the terminal such as SIOSHELL Installed. That means it is running, then hit enter and a shell prompt should appear. Then just a case of rebooting the kernel so do something like exec rom0:OSDSYS or if you are using the independance exploit exec rom0:PS1DRV.
As for other stuff like it there isn't any publically available afaik.
