Hi,

I found a PlayStation 2 SDK auction on e-bay, but I don't know what is that? Is it usable?

We don't discuss the official SDKs here.
(Even if you "buy" it on eBay you do not have a license to use it. Licenses to use the SDK/etc are only provided by SCE)
