START-UP CARD - can we boot straight from memcard?

I was just reviewing the official sony START-UP CARD - a fancy name for a memory card with probably some 'system' folders and drivers written on it. Interestingly enough it boots with NO cd on a TestKit ie it is quite possible it will boot on a retail PS2.
Does anyone have access to a START-UP card? It will be interesing to try this on a retail unit.
Officially the 'system' drivers and folders are created during manufacturing but I'm sure there is a way to be copied to a regular MC.
After looking at their update/install program it seems they write bunch of files in a folder named PSCD00FFF.
This is probably not the 'system' driver directory but is somehow related.
I wonder if there isn't a MC dir that the BIOS checks at boot up and executes special files?
