You need one of the commercial applications that let you write files to the memory card. You can use the applications like Game Shark, XPort, Action Replay System and the PS2 Exploit procedure to get a program running on the PS2 called PS2LINK. You can also use the PS2Linux kit to get the PS2LINK program running. Once you have PS2LINK running on the PS2 you can run PS2CLIENT from your Linux, Unix, Mac or Windows computer to transfer programs to the PS2 using your network (I like the PS2CLIENT GUI called XLink but it only runs on Windows).
