Is there a program that will let me send audio and video to others and let others take control of the 1st player controls useing the usb and my computer? I just want to know if anyone has made a program like this
since I don't have the know how. I would like to have my computer let
8 people play one of my ps2 multi tap games over the internet and send audio and video using the usb. Do you think that this will ever be possable?

Depends, if it's a homebrew game, then yeah, it's just upto you to implement multi tap, tcp/ip, video over usb and whatever else you need.
If you want to retro-fit these features to a commercial game, it's so tricky as to not really be worth doing, and even so, you prolly won't get much help here as we're mainly concerned with making new stuff, not modifying/adding on to commercial stuff.
