RE: PS2 CD-ROMs and DVD-ROMs...

Hey guys, I was just wondering, how in the world does one go about writing their software to a CD or DVD for the PS2 that will boot and all the fun jazz, just like you would if you went to the store and bought a PS2 game and popped it in the maching? Is this possible? Just wondering 'cause I'm seriously thinking about porting a game that I wrote a while back to the PS2 but am not sure how to actually make the CD or DVD boot on the PS2. :)
Also, this is rather silly, but knowing that there are people out there witha PSX in their closet still that actually runs, does anyone know of a free dev suite for the PSX?
OH! And does the PSP have networking? I haven't bothered to look that up yet and it just crossed my mind.
