.vsm to .o?

I have a noob question!
Eh... what needs to be added in a makefile to turn a .vsm into a .o?
Is there some infamous hidden an undocumented tool somewhere?
(http://playstation2-linux.com/projects/vcl/ is interesting to do the .vcl to .vsm step, but the .vsm to .o step is shrouded with mystery... or I have missed something obvious?)
