where can i get the latest elfs for programs... i found a site but it has limited amounts of em

Binaries for this stuff are usually linked on the ps2dev front page. Unfortunately, after the last server upgrade, this were a little broken. They're still fixing everything.
You're best bet in any case is to install the toolchain and compile the code yourself. That way you know it's up to date. Also, binaries aren't kept for many things... for those, you HAVE to compile it yourself.

well i cant find either. id at least have some options. as it stands atm i dont have the source or the binaries.... ill check sorceforge but i doubt it.

anything really... ive got hd loader... i want a big compilation of ps2 elf's source or binaries dosent matter. im gonna set up an ftp w. my ps2 tomorrow w. ulaunchelf... im jw what else i can do

If you mean games, that's piracy and isn't condoned here. The stuff you can get here (and the only stuff talked about) are development tools and homebrew applications.
The most popular homebrew for the PS2 here is probably the SMS media player program. It does a good job of playing AVIs and MP3s, and is improving all the time. If you want a binary of SMS, you probably want to go
here.

no no piracy i can handle on my own. im talking about applications. like sms, execftp, ulauncelf, ps2 media player.. and so on

Okay. Just making sure since HDLoader is a program for loading ripped games from the harddrive. It sounded like you were looking for ripped games. :)
I gave you a link for SMS. uLaunchELF (which I use myself for running homebrew from the harddrive and USB) can be found
here. The current version is 4.12.
A decent general purpose site for finding ps2 homebrew binaries is
DCEmu. If you sort through all the ads, you'll find links to all sorts of ps2 stuff (mostly emulators) on the left toward the bottom.
