Indeed perhaps as you say you don't know much about dev, but I am sure you know that those are licensed commercial developers kits.
What you also might not know is that this site is dedicated to homebrew development efforts using homebrew-developed tools and knowledge. Those commercial software tools will not be used for these efforts.
For many reasons of course - to use them you must be a Sony licensed developer, have expensive development hardware kits, and buy that expensive software, nearly always via corporate money because few have personal money to spend on that. Finally, most such people contractually would find it hard to contribute to homebrew efforts at the same time they are working as professional developers.
