this isn't c/c++ it should be at least
if(sceWlanDevIsPowerOn() == 1)
{whathever}

sceSysconCtrlWlanPower(1) or scePowerWlanActivate, but i Don't know if they are included in the sdk or if you will have to make your own stub or library.
