Playstation Store Question

I was reading a website and came across this

Now as this states that the psp fw 3.40 had one prx that wasnt use within the whole fw. It was call a "dummy" file. Could this be what Sony was testing for the events that happen on 5.0X fw that make it so people cant access sony store?
