ERROR BUILDING NEWLIB

make sure delete existing toolchain...

then type command in your cygwin..

echo $PATH

/cygdrive/c/pspsdk/bin <---- if exist left path or other path, delete...

then again toolchain install ( ./toolchain -n [ this command start from newlib ] )
