2 Questions

I have 2 questions for anyone who would like to reply to then

Question 1:
Is it possible to restore the psp nand if the ofw (or cfw) fail to install?

Question 2:

Since the flash, and umd can also be read by the usb, can the usb read ipl: drive? (I think the answer is yes)

Yes. You need a dump of the nand. And the pandora battery and memorystick

Let me restate the first question.

When the psp fails to install the fw, can it restore the flash and the ipl of the fw it was on at that time the fw fails?

It can't restore it unless it backs it up to the memory stick or something. The installer should detect a failure and write back the old stuff without rebooting.

It would be fairly pointless from a DC installation anyway.

The IPL can probably be read as its a device, but there needs to be usb patches just like the flash0: to usb patches in M33. Even then it won't have a filesystem, you can just view it as sectors or whatever with some low level disk tool.
