where can i find a good psp assembly programing tutorial and what tools will i need

Maybe poke around there a bit, seach more on MIPS Assembly

grab SPIM thats an MIPS assembly emulator;
you can code on it and try your code.
guess you find some more samples for it too on google

also, if you have a 1.5 PSP get pspinside from hitmen-console.org. It will help you alot.
